[schooltool] Permissions for Ressources

Is there a possibility to limit the creation of ressource calendar
entries to the booking of ressources instead of creating the entry
directly? I didn't find the possibility in the permission system.

Reason: At our site there tend to be ressource entries floating around
that are not connected to a person or group entry...

Yes, that is a bit of conceptual slop that has bothered me for a while
as well.

Ignas, would this be easy or hard?
